From Scramble to Repeatable Capture: How A.I.S. Runs Eight Federal Pursuits at Once with GovSignals

Effective capture begins with a rigorous understanding of the customer's mission and the scientific capabilities required to support it. GovSignals helps us identify relevant opportunities earlier, assess their strategic fit, and assemble the right technical team before a solicitation is released.

Overview

A.I.S., Inc. (AIS) is an innovative small business and a leading resource for marine and scientific support services. With deep experience supporting the National Oceanic and Atmospheric Administration (NOAA) and its National Marine Fisheries Service (NMFS), AIS provides scientific research, fisheries and protected species observation, environmental monitoring, and specialized scientific and laboratory support. Its workforce of approximately 225 employees reflects sustained technical performance and established customer relationships. To extend that foundation into larger federal programs, AIS leadership developed a disciplined capture process and adopted GovSignals to strengthen opportunity intelligence and coordinate an expanding portfolio of pursuits.

GovSignals modules: Federal Opportunities.

Agencies and verticals: NOAA/NMFS and adjacent federal science, environmental, and technical programs.

Client since: October 2025.

The challenge

Federal capture requires sustained investment over procurement cycles that can extend 18 to 36 months, as mission requirements, funding, and competitive conditions evolve. AIS's growth strategy called for a more systematic way to evaluate opportunities and allocate senior technical and business development resources. Monitoring SAM.gov, agency forecasts, and specialized scientific procurement sources required substantial manual effort. Leadership sought to consolidate that intelligence, establish consistent pursuit decisions, and make pipeline information accessible across the team. These changes would allow AIS to expand capture capacity while maintaining the technical rigor expected of its scientific services.

In their words

“We have expanded from one active pursuit to eight concurrent federal pursuits and submitted three to four proposals in a single recent month. A shared, repeatable capture process gives us the coordination needed to support that level of activity.”

The shift

AIS integrated GovSignals' Federal Opportunities module into the five-phase capture process designed by its leadership. The platform supports routine opportunity identification and evaluation within that framework, giving the team a shared basis for moving qualified pursuits into proposal development.

One place to see every opportunity

GovSignals brings opportunities from SAM.gov, agency forecasts, and specialized science and environmental sources into a shared workspace, including opportunities that may be difficult to identify through standard procurement feeds alone. Solicitations received through customer distribution lists are incorporated automatically, reducing the need for separate manual checks.

AI-ranked fit, tuned to their own strategy

GovSignals uses AI to rank opportunities as high, medium, or low fit against AIS's capture strategy. The team refines these recommendations through feedback on agency relevance, technical capability, and strategic alignment. This iterative approach helps focus attention on pursuits that match AIS's expertise and growth priorities.

From signal to proposal, faster

Overnight updates provide a current opportunity view for the team's morning review. With opportunity records and solicitation documents available in one workspace, AIS can transition qualified pursuits into projects and proposal development with less information transfer and administrative delay.

Discovering teaming partners

The platform also identifies opportunities in fields adjacent to AIS's core services, helping the company evaluate where it can contribute as a prime contractor or teaming partner. AIS uses that visibility to develop partnerships that combine its marine and scientific expertise with complementary capabilities required by specific federal programs.

Results

Since adopting GovSignals in October 2025, AIS has expanded its capture activity and established a shared view of its federal opportunity pipeline:

  • Eight federal pursuits managed concurrently, compared with one active pursuit a year earlier.
  • Three to four proposals submitted in a single recent month.
  • Overnight opportunity updates that support timely review and pursuit planning.
  • More senior staff attention directed toward capture strategy and customer relationships as manual opportunity collection and screening decrease.
  • Consistent go/no-go decisions that consider strategic fit, available capacity, and proposal commitments already in progress.

The expanded pipeline is supported by greater visibility across the team and a consistent process for deciding where AIS should invest its expertise.

The workflow in action

“GovSignals consistently identifies opportunities relevant to our capabilities. Overnight updates give our team a current basis for evaluating pursuits each morning, while shared access to solicitation documents accelerates the transition into proposal development.”

Strategic impact

For A.I.S., a shared pipeline and consistent decision criteria give AIS a stronger basis for pursuing larger federal programs and diversifying its contract portfolio. Leadership can assess opportunities against the company's scientific capabilities while accounting for the resources needed to develop credible proposals. Visibility into complementary work also supports a more deliberate teaming strategy, allowing AIS to combine its specialized expertise with partner capabilities suited to each customer's mission.

The GovSignals experience

A.I.S. hasn't done this alone. GovSignals' deployment strategist worked with AIS leadership to develop and refine the company's platform capture strategy. Standing office hours supported implementation and ongoing use, while a teaming strategy template provided a starting point for organizing partner development. This combination of federal contracting knowledge and platform guidance helped AIS apply its capture framework consistently to daily business development activities.

Looking ahead

AIS is further formalizing its teaming relationships and using capture playbooks to streamline go/no-go research and deepen opportunity analysis. Broader visibility into related federal work supports exploration of new partnerships and markets. These efforts extend the company's investment in a repeatable capture capability that can scale with its marine and scientific services portfolio.

Additional quote

“GovSignals helps us identify opportunities that complement our core scientific capabilities and clarify where AIS can contribute as a prime contractor or teaming partner. That visibility supports more deliberate partnerships and a broader range of mission support.”
